Taking advantage of Ansible-local that Vagrant provides. This completely replaces the shell script that was previously implemented.
Eventually we could have everyone running ansible-local, and be able to set the default version of Ansible for everyone. For now though, replacing the shell script for Windows is a good first pass.
Would appreciate Windows people testing, as well as OSX/Linux people to make sure I didn't break anything 😊
