This issue it to track the PRs related to remove Tinydir from the ros dependencies

Tinydir is only used in RCL in one place to find a folder that match with a string.

rcutils PR Added directory and file utils to replace tinydir #218
rcl PR Replaced tinydir with rcutils rcl#605
Removed tinydir from ros2.repos

Note: ros2/rcl#515 already removes the tinydir dependency completely. This PR will likely conflict with that other one
