Feature Request - RTKGET - Uppercase Hour Code Option

Would be great to have the option of the hour code to output a capital letter, similar to how the station name has a variable to change the letter case.

Reason - Local CORS data has moved from an http server from FTP and requires an absolute URL with all capitals for downloading the obs data.

I had a look at the source (download.c (ln 70)) but this is a bit over my head.
