Process.wait and Process.wait2 not behaving as expected in JRuby on Windows with JDK > 8

In version 2.0.0-pre.1 does not work on JRuby on Windows with JDK > 8.

Environment

• JRuby 9.4.5.0 on Windows
• JDK > 8

Description

This issue is a place holder in this project for an issue that was reported in the JRuby issue tracker. The CI build for JRuby on Windows fails because of this issue.
