Summary
Add the ability to archive families.
Reason
Some partners serve/have served over 100 families. Families age out of requiring diapers, and, as partners use the system over time, they are going to have more and more families that are cluttering up the list when entering new children.
(Possible bonus: If/when we provide more information on families served to the banks, this may improve the information)
Details
Add an archive flag on family. When a family is archived, it's children will also be archived. When a family is archived, it will no longer appear in the family list by default. However, you will be able to "include archived families", similar to how we can "Also include inactive items" in the inventory list.
