When adding new inventory items to the system, there are two issues:
1) There is no drop-down menu for categories. This should not be typed in new each time which creates inconsistencies (make sure the menu is alphabetical order, please).
2) The Base item needs to be editable. When adding a new item that doesn't exist yet, we don't want to flood the system with "other" base items because when filtering things later things are inaccurate.

Re #1: Is "Category" useful at all? This was a thing that was added long ago, but I suspect that its role is duplicated with the Canonical/Base items. Maybe we could just do away with categories entirely, since that might be confusing?
Re #2: Organizations cannot edit Canonical / Base items and this is intentionally by design. It is OK for organizations to choose "Other" if they cannot find another base item that fits what they are adding. We have reports we can review in the System Admin dashboards that show us what people are using for "Other", so that we can determine if we need to add additional Canonical / Base item types.
Users should not be able to create new base items, else we pollute that data set (it's used for a few different things behind the scenes, and this would become explosively problematic very quickly). Allowing users to create their own Items, but forcing those new items to be tethered to base items was the compromise we struck, to this end.
We have an existing report in the Site Admin area that monitors the use of "Other", and we will be creating new Base item types over time based on that usage (and any base items that are requested by diaperbanks).
