Describe the bug

In the game Contra 2.1, the game gives the text in both English and Japanese. However, it is very evident that the Japanese characters are not supported because they become mojibake of a bunch of random characters. Performance appears to be ok though.

Expected behavior

The expected behavior should show the Japanese characters as intended, rather than the text getting mojibaked.

This is another example of the problem discussed in #8390
