distcheck fails because this downloads the latest Unicode 11.0 CaseFolding.txt tables, which deviate from the shipped Unicode 10.0 version.
This is good.

Update the tables and 3 new C ranges for GEORGIAN MTAVRULI, MEDEFAIDRIN and one U+a7b8 char.
