Would it be deemed useful to have a proc-macro implementation that would enable having lifetime-GATs on stable Rust?

imo, no. GATs are close to being able to be stabilized - certainly too close to merit adding what is essentially just a hack to get around some current limitations.

edit: But, this is also not the place to discuss this.
