Integrate Sphinx for future deployment

Sphinx is a deployment tool that automates smart contract deployment and etherscan verifications.¹ Some notable features:

1. UI to view previous deployments
2. UI to trigger deployments
3. Implementation inside Base script i.e. no more bash or CLI
4. Supports all the networks that we need except Blast
5. Unlimited testnet deployments (we wouldn't need to find faucets anymore)
6. Gasless mainnet deployments (billed in fiat after deployments are finished)
7. Supports deterministic deployments

Updates from the call with Sam

• $60 a month subscription plan: unlimited deployment.
• Integrating Sphinx would make the forge deployment command unusable.
• No gas savings since it does not offer selective deployments. The deployment button in the UI makes deployment to all the chains at the same time. We discussed that giving an option to set max gas price or select chains to deploy could help us with this.
