0.17 version not working after remove 0.15

C++ assertion 0), 0" failed at .X.lsrclcommonlintl. cpp(1694) in
you probably called setlocale() directly instead of using vvxl-ocale and now there is a
mismatch between CIC++ and Windows locale.
Things are going to break, please only change locale by creating wxLocaIe objects to avoid this!
