BR: Add description label for interface metrics #2218

Currently when looking at the metrics a BR exports, all it gives you is the ifid. It would be a lot easier to work with if it also had a desc label that described where the interface was to, etc.

#3176 is adding a neigh_ia label, which is good enough for now.
