Description

When an issue is raised, only admins/those with manage issues permission are able to close/reopen issues.

Version

1.31.0

Steps to Reproduce

  1. Create an issue as a standard user
  2. Attempt to close the issue
  3. Once closed by admin, attempt to reopen
