🐛 Export-import simulation testing failing with empty validator set #345

🐛 Bug Report

The export-import simulation testing has been consistently failing with the following error during InitGenesis:

validator set is empty after InitGenesis, please ensure at least one validator is initialized with a delegation greater than or equal to the DefaultPowerReduction ({824652143104})

There was a relevant merge recently on the Cosmos side: cosmos/cosmos-sdk#18196
Look into the issue more deeply and see if we can get back the green check mark.
