Add dockerfile golang version to dependabot config

The version of go used in the docker container release requires consistent updating as new vulnerabilities are patching in the go libraries. Opening of PRs to update this version can be automated via dependabot. For patch versions, these likely could even be auto-merged since testing uses the latest patch within the supported minors. For minor version updates, more review would likely be required.
