What happened?

When router plugin and sermant-tag-transmission plugin is used at the same time and the same label is transparently transmitted, the label becomes duplicate.

How can we reproduce it (as minimally and precisely as possible)?

When router plugin and sermant-tag-transmission plugin is used at the same time and the same label is transparently transmitted, the label becomes duplicate.
