safe-transaction-service/docker/web/run_web.sh -> add django account creation

safe-transaction-service/.env.dev -> add envs

change port for second db to 5432 (transaction-db)

change transaction-redis port to 6380 in yml + ./safe-complete-services/safe-transaction-service/.env.dev

replace db to transaction-db -> DATABASE_URL=psql://postgres:postgres@transaction-db:5433/postgres

 -Q "${WORKER_QUEUES}"

TODO: remove this line from safe-transaction-service/.env.dev as it should be passed in docker-compose.yaml for each worker instance separatly
