Basedata exclusions - allow use of definition queries

It would be useful if the user could specify a definition query to define the 
set of groups to be excluded from a basedata (or retained).  The label analogue 
would use the set of labels contained by the groups satisfying the query.

Add a groups vbox to the exclusions dialog.  We can add the def query widget to 
this vbox.
