Touch events stop working after double click out of the carousel. That bug can be easily reproduced in your demo.
There are reproducing steps:

You need to make double click out of the carousel component, for example it can be "Tile" label. Interval between clicks should be as short as possible.
After you had made double click, try to move carousel items, they wouldn't move.
If you click once again somewhere out of carousel component, it will work again correctly
