add support for deployment lock

There was an internal request to provide an opportunity to set timeframes when deployments should not be made. We should generally reject all deployment tasks we receive during the provided time.

In addition to that, we should provide a button on frontend side to manually turn on and turn off this mode. (this button should be available only to a member of privileged groups that have access to rollback feature)
