OnPremise proxy menu does not have start stop menu

We should have proxy ssh script that can copy conf & start, stop and reload config , most proxies can reload without restart
--prov-proxy-start-script string Proxy start script
--prov-proxy-stop-script string Proxy stop script
Those script default to empty are for customize by client
--onpremise-ssh-start-proxy-script string Run via ssh a custom script to start proxy

I think the code is already here for db start but just a GUI issue

look's like missing

but is missing scripts for haproxy proxysql
