Invalid response from service when sending message from linked iPad device

Bug description

i can't link my phone with existing signal (already connected to one other pc) to my new pc

Steps to reproduce

• downloaded the latest version of signal to desktop - 7.13.0 production
• updated signal on my IOS device to latest version - 7.17
• disables windows defender and windows firewall
• tries to link the devices and got error: Invalid response from service when sending message from linked iPad device

Actual result: can retry or cancel

Expected result: the desktop app will link to my account
