The current \rotate command can only handle a little bit of inline content that it wraps in an hbox. This needs to be generalized so that it can rotate a vbox as well.

Please clarify the use case for rotating vboxes. I might have a similar need, though currently addressed (but not so conveniently) solved via parboxing (= putting vboxes in an hbox). What did you have in mind?
I think a multi-layer shrink wrap of a vbox in an hbox would probably have serviced, but at the time I don't know if I understood the internal come up with something like that. And at this point I don't think many other folks would be either.
I think it would be reasonable to extend the intelligence of the tooling we have so that it would cover this task as expected to a newcomer. Unless there is some reason we can't automatically handle the necessary wrapping when called for lets keep this open to track making that happen.
