One way or another (moving to Github Actions?, adding some sort of cache handler to Azure?) we need to speed up our Windows testing. Most obviously the CI runner should cache some of the non-SILE artifacts. Right now it spends over 20 minutes building dependencies (mostly openssl?) before it even starts building SILE itself.
