Why is there the "OpenFolderLocation" dialog when using "Document storage location: ask every time"?

Given that you have enabled the "ask every time" option for storing documents.

Since I am being asked on every new document where I would like to store it, wouldn't it be better to ask for a filename (like in a "save as" dialog) instead of only asking for a folder location?

This would make it much easier to scan and save documents to a specific location with a specific filename describing the content of the document.
