Paint feature not working

When i use the paint widget under tools. It does not work like it used to. It will not paint the terrain (regardless of type) in the dashed circle. It will paint away from it and sometimes in a linear pattern.

Also having this issue, think I saw a similar issue in base game with ashlands where random strips of land appeared with different textures to normal ground.
