Describe the bug
If the remote shuts down the VPN-server application, the VPN client tries to reconnect and actually succeeds in doing so. It sends a client hello but if the server does not respond with a Server Hello, the client does not timeout. This is problematic, because if the VPN server is restarted later, the connection may look like it is alive, but actually is not. Shutting down the VPN application upon timeout of the Client Hello may be a better option as it clearly indicates that the connection is not live.
