Running test in publish workflow

When the publish.yml is invoked, the test-ci.yml should be executed prior to the publishing steps.

This is necessary because, when manually initiating the workflow, it's possible to choose any git reference. Hence, it's important to ensure the code's validity before proceeding with the process of building and deploying anything.
