fix: read svg file on android

Fixes #2002.

I used the repo provided by @Balintataw to test this fix.

The problem is response.ok is true for iOS and false for Android. Not sure why.

• I have tested this on a simulator
• I added documentation in README.md
• I updated the typed files (typescript)
• I added a test for the API in the __tests__ folder

Ok I debugged the issue and it seems that when fetching the local resource, Android code does not add any status code (it should probably add status = 200 if everything went OK, at least it is like that on iOS). Nevertheless, it is wrongly interpreted by whatwg-fetch library (used in RN for fetch method), which has such code inside: this.ok = this.status >= 200 && this.status < 300;. I think for now we do it other way on Android, I'll edit the code myself and merge it to make it faster, since I'd like to make a release right now 😅
