for NEC reporting the ICP forest recommendations are expected to be used
actually member states are not likely to report on soil analyses procedures used, because they will confirm they comply to ICP recommendations
in this scenario, using a datamodel such as INSPIRE/iso28258/O&M does not make sense, because this model is build around capturing extensive observation details
A much more simple format would be enough to meet reporting requirements
