Generate SchemeBuilders for each snapshot

Today, developers have to hand-write SchemeBuilders/AddToScheme functions that include all schemes necessary for accessing relevant types in a controller. These schemes must be passed to clients and managers. It would be nice to have skv2 generate SchemeBuilders with all snapshot member schemes when generating snapshots to remove this manual step from the process of expanding the scope of a controller.
