ref v4.4.0 issue and release

the wheel building has been posting wheels under the rc tag. adjust tagging so that the rc tag is deleted before pushing the 4.4.0 tag.

adjust things to make sure setuptools_scm is installed in the venv in which you run make dist, this is necessary for correct version naming.
