Emulate SPG200 bus communication

Long-term, it would be nice to have accurate emulation of the SPG200 bus communication, including the cycle access patterns of the CPU, PPU, SPU and the system DMA, and the bus arbitration system of the SPG200. This would obviously require a fair amount of reverse engineering, likely including doing some bus snooping on real hardware.
