update template for individual licenses

these changes need to happen in LicenseList publisher repo

• reformat top part into table with existing data, plus items below (and reduce text size of headings, font update, color of blue on license table

• drop-down menu?

• mobile formatting?

• add info re: red/blue text on each license page

maybe have "omitable text" link to that part of Matching Guidelines

also add to FAQ if not already covered

• add link to XML file for license (and maybe some of files in repo for license-list-data

• add OSI, FSF data

• link field headings to explanation of fields

• update banner across top re: Linux Foundation projects and new colored logo like main page

• make heading smaller, make spacing better, maybe have a table for top stuff, with main description in one box and bullets in other box
