Implement Workspaces

A single workflow may involve uploading a data set, creating record set from the results, using some query on this data, cherry-picking some records for closer inspection in the forms and printing of reports/labels for these.

Workspaces could be a new concept that are like record sets, but instead of being for records, they are for any specify construct - data set, query, record set, user, report, label

I.e, all things needed for a single collecting trip could be in one workspace
All things for a small conversion in another

There could be a new top level menu item for workspaces
