The github-auth script shouldn't require a project .octopolo.yml #76

There's no reason for use to require that configuration file in order to setup your global user configuration.

Also the help bombs and throw's an error too

$ op github-auth
Could not find .octopolo.yml or .automation.yml
$ op --help
Could not find .octopolo.yml or .automation.yml
$ op
Could not find .octopolo.yml or .automation.yml
