Write a simple specification file for LaTeX. It will not be feasible to support all types of LaTeX blocks/regions, so it will be necessary to have #130 before this can be finished. As a first iteration, it would be sufficient to format all top-level LaTeX source, leaving all non-trivial regions as-is (except simple things like math, document, enumerate, align, itemize, etc.).

This will be considerably more complicated than some of the other languages/formats ticketed under scope, and thus it should be attempted last.
