Define and init StarcoinDAO instance

1. Define StarcoinDAO type.
2. Let 0x1 to a DAO.
3. Install plugins: [Feature Request]: Migrate the old OnChainConfigDao to daospace  #102 [Feature Request]: Migrate the old MintDaoProposal to daospace  #101 [Feature Request]: Migrate the old UpgradeModuleDaoProposal to daospace  #100

Notice:

Current 0x1's SignerCapability is delegate to GenesisSignerCapability module, we need to move the SignerCapability to new 0x1's DAOAccount.
