[Wallet] - allow user to watch a chosen account

following on from: #17479

implement the request to status-go to start watching a chosen address to watch in the wallet.

For reference the related UI designs for this are here:
and implemented in: #17479

this then gets brought to the create account page (which already exists) yet will need some adjustments for this variation.

The user should then be able to authenticate and the add the watch only account.

Acceptance criteria:
If possible include some unit or component spec tests.
user should be able to add a watch a account of their choice.
