Add Wallet Connect feature flag #19835

Feature Issue

As a developer, I want to have a feature flag for the Wallet Connect functionality so that we don't interfere with the current functionality.

All long-lasting new functionality should be hidden behind a feature flag, which can be enabled/disabled from the settings.
