Clean up SCTraceroute

Since this is a novelty traceroute and has evolved over the course of it's use in a proprietary project, @afabbro probably needs to clean up sections that were using the three-packets-per-hop method which caused problems when we got to load-balancing machines.

Now we're only dealing with one packet per hop, but there are some vestigial lines of code in the form of conditional checks that can have the boot.
