Linter is not honoring "Lint on Change" and "Lint on Change Interval" settings

In the settings there is a "Lint on Change Interval" which seems to be a noop as linting always happens immediately regardless of the value I set here. I also tried disabling "Lint on Change" but that seems to only work for the first file I open if at all, for everything else this is always on.

Linter v3.4.0, with ide-rust v1.0.1
