Where did you get the binaries for:
ve_command="/opt/tracer/bmvcontroler"
nc_command="/opt/tracer/nc"

I am trying to setup the same system you have as I have a tracer AN without a true load output

The ve_command is a c program written by me. I can upload it on github
The nc_command is linux netcat taken from an older raspberry installation, because the newer one are always blocking.
