Consider replacing dependent-issues

We rely on https://github.com/z0al/dependent-issues/issues to handle dependencies between issues and/or PRs, but it’s been archived (and doesn’t support merge queues).

For PR, we could consider https://github.com/marketplace/actions/pr-dependency-management which has some nice features on top of simple links: in particular, it can set up build environments with all the dependent changes, which makes it easy to test multiple PRs in progress.
