Motion Planning Services can not be cancelled

The motion planning services for free space move and process planning are currently setup as services and cannot be canceled by the main application.
The solution would be to convert them to actions so as to allow the cancellation of them. This is even more important for the free space planning called during scanning as the motion planning node will execute the motion even after the main application has abandoned the planning request.
