The Code out of the box does not work without adding a dependency

The code out of the box does not work without issuing the following command:

flutter pub add intl:^0.19.0

Its suggested, that the vendor runs that command, and then checks in the code. It's been like that for a long time now.

Also, we need to run : flutter pub upgrade --major-versions
That should already be run and code checked in always and kept in sync.
