What happened?

I have been working with Synthea data, specifically the conditions.csv table. I have noticed that there are many patients who have conditions like "Disorder of kidney due to diabetes mellitus (disorder)", but the patient doesn't actually have type 2 diabetes. This is the case with many other conditions due to diabetes. Is this a bug or am I missing something?
