This is second-hand advice from a seasoned startup business development manager:

  • Write a (heavily-branded) pdf guide to commissioning a dev team - what questions to ask, things to consider, and so on, aimed at people with an idea (and hopefully money) but no technical experience.
  • Distribute the guide via "enter your email address and we'll send you our guide" interface on the homepage.

That should get us to the forefront of potential clients' minds even before they're ready to engage a developer (i.e. when they're just researching), plus provide a list of potential leads to market to, if we really want to do so.
