Os repositórios do Debian Stretch estavam falhando na hora de rodar o Dockerfile.

Foi necessário seguir as instruções aqui para fazer funcionar.

Talvez seria melhor atualizar do php:7.2.0-apache para php:7.4.0-apache ?
