Mattermost integration

What problem would you like to solve? Please describe:
Add integration with mattermost.
Currently GoAlert supports only Slack as instant messenger.

According to mattermost docs it's a self-hosted slack with api compatibility.

Right now we using simple flask app to transmit webhook's to pm message in Mattermost.

We are working on pluggable notification channels which should make it easy to add support for new providers (and things like multiple workspaces). If they are 100% compatible then it should be possible to use the new Slack provider with a different configuration to add support. I don't have a set timeline yet, but I'll update this issue when I have a branch available to use.

In the interim you can try launching GoAlert with the --slack-base-url flag set to your mattermost server -- not sure if anyone has tried it before so if you do give it a shot I would be interested to know if it works, but that should set the base URL for all API calls.
